Standard doctors prescribe the open formulary except Schedule 2. Specialist CD2 doctors complete extra evidence (for example ADHD / controlled-drug governance) and are authorised separately. Treatment-area tags are not a licence.
Each prescription is an ECDSA payload signed with your encrypted private key, bound to a Medikey-issued certificate. Patients and pharmacies can verify it. Your PIN never leaves your control in recoverable form.
